In early concepts of Toontown's backstory, players would be introduced to "business people dressed in Suits are attempting to turn the colorful world of Toontown into a black and white metropolis of skyscrapers and businesses".

From "Suits" to "COGs"

Giving them bolts turned our business "SUITS" into "COGS" - turned out to be a good decision BW

However, many of the designs for Cogs were continued to be dubbed as "Suit" designs.
