This should be renamed to Funny Farm, as that's how it says in game. Funny Farms, i don't know what to say about it.... It's fake name.

a few years ago my hacker friend teleported away and when i looked at his toon details it said "Location: Funny Farm"

The playground wasn't a rumor.
It is referenced into Toontown source code, as area 7000. Proof?
It isn't coded, but it's referenced, which means that at a time Funny Farm was true.
