It is an aesthetic choice by Disney, I guess. It has an orange hardhat like the some of the goons in the CFO Battle, but its body is, like you said, dark red, so how could that be if Great Goons have grey/silver bodies like the others? Also, if I remember correctly, I have a screenshot of a Great goon with the same hat and body color stand upright. I'll dig around and see if I can find it.
