There seems to be a misunderstanding about Flippy. Unless said otherwise by Disney, Mickey Mouse is the current official mayor of Toontown. Flippy has only been publicly announced as president of the Toon Council (through his Trading Card, and other mentions across the official website).

This is slightly irrelevent, and merely concept work at that, but interesting to note nonetheless: Toontown had another mayor (An unnamed mouse) during the 1940s in the film Who Framed Roger Rabbit. (Which, of course, is where the setting is from)

If anyone knows where Flippy has been stated to be the MAYOR of Toontown by Disney, please let me know.
