Toontelligence is a program/agency formed by the Toon Council. It is often the group behind the discoveries of Cog HQs or breakthroughs in Cog intelligence, but not much is known about them. The only time they have been mentioned by the Toon Council was when they helped Team LHAAFBBHQ to find Bossbot Headquarters.
