I was wondering... are Administrators the only ones who can lock their profile?

Administrators can lock (protect and unprotect) any pages, delete, and edit locked pages and inaccessible pages that are only available to administrators (such as MediaWiki). You can ask any admin to lock a page, but there has to be a good reason. I don't have my profile fully protected, just semi-protected (which means anyone but anonymous or new editors can edit my userpage; new editors [with accounts] need to have an email address). If it was fully protected, only admins can edit the page.

Boss

Is there a boss of ToontownWiki?

There is no boss. No one controls the wiki and no one will. Admins are just trusted users with "more buttons", but we are editors just like you. :)
