Test town
Yes, I do know a few people who had this problem. However, I thought it was fixed.
Try again here. Type your username and password for the account you want access on, then click "Request Access". The site may have been glitchy when you tried.
If it still doesn't work, let me know and I'll do my best to help you.

EDIT: Also, keep in mind that if you were banned on Live Toontown, you can't get a Test account. I'm not sure why they do this, but it is under the guidelines.

- Wow, that's really weird. Have you tried clearing your cashe? That sometimes messes things up. Also, try disabling your antivirus momentarily while attempting to request. These are the only things I can think of at the moment.
- I'm sorry; I wish I could be more help.
- Contacting them would be a good idea, although most of Disney employees aren't the brightest. :P
