Yep! Here's how:

1. Go to Donald's Dock ( duh )

2. Go to the right of the Party Planner Building

3. Keep running in front of the fence until you get through.  (  You can just walk through it, a bug they never fixed. )

I might've gotten where wrong, but im 95% sure its to the right of the party planner thing.
