Summary

Talk to either Mary or Will Wiseacre. After that, talk to either Tee Hee, Charlie Chortle, or Sally Spittake. They will tell you recover 4 recipes from the Cogs. Return to the chosen shopkeeper, then deliver a note to an HQ Officer.

Task with Mary and Charlie Chortle

Mary will tell you to visit Charlie Chortle at the Chortle Cafe in Loopy Lane. Upon talking to Charlie Chortle, he will tell you that he has no customers because he lost his secret recipe book and no one comes to the restaurant anymore because the Cogs had stolen it when they took over Charlie Chortle's building. He then assigns you to find his four famous recipes from the Cogs. When you have all four recipes, return to Charlie Chortle and he will tell you to go to Toon HQ for your ability to teleport to Toontown Central. Talking to any of the HQ Officers will have them tell you that you now have teleport access to Toontown Central.
